Our History

White Oak Technology Park is located within Henrico County’s historic Elko Tract. It was during World War II that the military used Richmond International Airport as a base and Elko to train its fighter pilots. Since air raids were a common threat during the war, the military built a decoy airport on surrounding farmland.

According to the article "The Lost City" published in Henrico Monthly, "The 1896th  Engineer Aviation Battalion used plywood and canvas to make fake buildings and cleared the ground in the exact shape and orientation of the base’s runways at Elko. At ground level, the ploy wouldn’t fool anyone, but it could pass for the real thing when viewed from the air. Lighted up at night, it looked even more convincing."

After the war, the Elko Tract was abandoned. It wasn’t until 1996 that the Henrico Economic Development Authority began developing the area into what is now White Oak Technology Park.
